CONFINED SPACE RESCUE PROCEDURE

 

1. PURPOSE

When a worker fallen in confined space it’s important to rescue him as quickly as possible because of the following reasons and purposes.

  • The worker may have consumed less oxygen as normal human being required and drowsiness and unconsciousness occurred and may need medical attention.
  • When workers may expose for a shorter period of time in oxygen deficient workplace it could lead multiple fatalities.
  • All the working crew involved to carry out activities in confined space area i.e. pipeline, sewer line, sewerage line, vessel, tanks, vessel if they could not rescue swiftly the result will be the dangerous. 

2. SCOPE

This procedure applies to all managers, supervisors, forepersons, employees, subcontractors, and visitors at facility Project site.

3. POLICY ON CONFINED SPACE ENTRY

The implementation and maintenance of a safe work environment is the collective responsibility of all employees, contractors, and visitors to the jobsite. It is our company policy to provide prompt medical treatment when a worker is injured on the jobsite.  To do this, workers may have to perform a job inside pipeline should rescue and to bring down a worker who has fallen due to exposes toxic gases and absence of oxygen inside the pipe.  

4. EMERGENCY PLANNING

The three main parts of emergency planning are:
  • Training
  • Creating an Emergency Response Plan
  • Outlining Rescue Procedures.

4.1. Training

Training is mandatory for workforce to develop awareness regarding confined space entry and probable emergency situations and their expected response to deal with emergencies and come out of such situation as quickly as possible.
 Emergency evacuation routes and gathering area/muster point will be clearly defined and communicated to all workforce, whilst muster point boards shall be displayed at conspicuous locations to guide people during emergencies.

4.2. Emergency Response Plan

If a worker unconscious and fallen inside the spool, implement the emergency response plan by following the steps below.

  • The ERT Leader takes control of the situation.
  • The ERT sounds the emergency alarm-one long blasts from a horn. All workers in the vicinity of the incident will immediately stop working. The site supervisor quickly evaluates the situation and identifies any further hazards that could arise.
  • The ERT Leader or their designate goes to get help if workers are close by. If no one is close enough, the site supervisor calls for help. 
  • The site supervisor calls fire brigade / ambulance if required.
  • The ERT leader/member isolates the accident zone and its perimeter to limit further exposure.
  • All non-affected personnel shall be moved to a safe zone/muster point. 
  • The ERT team leader assembles the emergency rescue team at the accident site as quickly as possible to determine the best rescue procedure for the situation. 

4.3. Rescue Procedures

One of the following rescue procedure options shall be adopted / activated whichever is best available.

4.3.1. General Procedures 

  • Entrants must immediately leave the confined space in the event the gas monitoring alarm.
  • Entrants must immediately leave the confined space if they begin to feel/ notice adverse health effects. 
  • The attendant will order the evacuation of entrants from the confined space he notices changes in the condition of the space or uncharacteristic behavior of an entrant. 
  • The attendant will not enter the confined space unless authorized to do so and relieved by another qualified attendant. 

4.3.2. Non-Entry Rescue 

  • Review the rescue protocols and discuss Task Risk Assessment (TRA) with workforce. 
  • Inspect and set-up all needed rescue equipments. 
  • Review evacuation alarm with entrants/ attendants.
  • Mode of communications will be radio/verbal communication 
  • Maximum entries in confined space will be three (3).
  • If worker fallen inside pipe due to absence of oxygen the rescuer# 1 will rescue the affected person, Rescuer #1 will lay the affected person on ground then lifeline will be fastened with Safety harness belt hook and rescuer#2 stands outside the working platform will drag/pull the affecter immediately.  
  • Rescuer#1 assesses affected worker for injuries & then decides how to proceed & treat person first.
  • Once the worker has been brought to a safe location, administer first aid. treat the person for CPR (Cardiopulmonary Resuscitation) for 10 to 15 minutes if worker could not be normal then the worker will have shifted to the nearby hospital.
  • Arrange ambulance for transportation of affected person for further medical treatment.  

4.3.3. Entry Rescue 

  • Review the rescue protocols and discuss Task Risk Assessment (TRA) with workforce. 
  • Inspect and set-up all needed rescue equipments. 
  • Review evacuation alarm with entrants/ attendants.
  • Mode of communications will be radio/verbal communication 
  • Maximum entries in confined space will be three (3).
  • If worker fallen inside vessel due to absence of oxygen Rescuers will enter the confined space with proper PPE’s then rescuer# 1 will enter in the vessel and rescue the affected person, Rescuer #1 will lay the affected person on ground then lifeline will be fastened with the safety harness belt hook and rescuer#2 will drag/pull the affecter immediately.  
  • First Aider will assess affected worker for injuries & then decides how to proceed &treat the person.
  • Once the worker has been brought out to a safe location, first aider will treat the person for CPR (Cardiopulmonary Resuscitation) for 10 to 15 minutes.
  • If worker could not be normal, then the worker will have shifted to the nearby hospital.
  • Arrange ambulance for transportation of affected person for further medical treatment.  

5. CONCLUSION

  • The entry supervisor needs to ensure that the confined space operations conform to the permit. They should remove unauthorized personnel from the area and keep away them from entering the space. Make sure each hazard is identified and controlled before entering a confined space. 
  • Fully understand the requirements of a confined space rescue: including commanding the confined space rescue and control of the area.
  • Emergency rescues should only be made by trained personnel or a rescue service.
